Job Description

Title IT Financial Management Consultant Location Saint Paul MN (Remote with occasional onsite) Duration 12 Months Job Type C2CW2 Job Description

Description of Project

  • The Minnesota Department of Human Services (DHS) is seeking a Resource to conduct a comprehensive IT cost assessment that identifies current and future target costs across its existing IT portfolio including capital operational and personnel cost in support of the separation of DHS to develop and rollout a complete financial management plan to separate DHS services into multiple agencies: Minnesota Department of Human Services (DHS) Department of Children Youth and families (DCYF) and Direct Care and Treatment (DCT).
  • At a high level the resource will create cost visibility of the IT portfolio and establish unit program and agency costs to drive deeper accountability and cost optimization.
  • unwind the shared IT costs for the shared IT systems and make recommendations on how best to implement a shared IT financial tracking method.
  • The work is expected to be done primarily remotely but resource could be asked to do onsite work occasionally in St. Paul

There are four (4) areas of analysis included in this scope of work:

  • Establish Baseline and Cost Categorization Identify direct and indirect costs within Run Grow and Transform IT activities for DHS separated to show DHS DCYF and DCT individual and shared costs.

Key deliverables include:

  • IT Spending Analytics and Observations
  • Highlevel Optimization Opportunities
  • Recommendations as to appropriateness of IT Ops funding levels to support EXISTING platforms and services utilizing established framework.
  • Collect IT Portfolio Data Analysis of variables that influence the cost such as technology stack hardware software infrastructure Data Development and Maintenance Services.

Key deliverables include:

  • Interview Summary
  • Pace Layered Business Capability Model
  • Application Portfolio Raw Assessment Data
  • Cost Allocation Assign cost to various internal agencies projects and internal cost center for accountability purposes.

Key deliverables include:

  • Interactive Application Portfolio Analysis across DHS DCYF and DCT.
  • Application Portfolio Rationalization/Migration Recommendations
  • Develop Forecasting Models Evaluate and select appropriate forecasting models (Time series regression etc.). Create necessary techniques/models to assess the forecasts such as trend analysis and driverbased analysis. Develop the initial model by validating the data review the model and optimize parameters based on DHSs feedback and determine critical variables and factors influencing outcomes.

Key deliverables include:

  • Develop strategies and action plans for each scenario
  • Prioritize actions based on scenario likelihood and impact

Minimum Qualifications

  • Must demonstrate relevant experience including at least three (3) similar engagements within the past two (2) years that include IT financial management and/or IT operating model consulting services within public sector organizations.
  • Minimum 5 years experience with IT Financial Consulting Planning and Costs Optimization
