Vacancy SHEQ Officer Johannesburg Permanent

Reports to: General Manager: Technical and Compliance

Manager

Job Purpose and Summary

The purpose of this position will be for the SHEQ Officer to assist the General Manager Technical and

compliance to coordinate and monitor the implementation of the Company's Technical and Compliance

program including the Health and Safety. Ensure that the company and its employees and stakeholders

comply with the requirements of legislation compliance standards and other requirements by monitoring

SHEQ compliance. Attend and report on Company’s Safety performance in the SHEQ meetings. at safety

meetings and ensure statutory and regulatory compliance by conducting site audits.

Key Performance Areas

Assist with implementing a health and safety plan for the companies’ site and where the companies

hold equipment on customers’ sites in conjunction with the Technical and Compliance Department.

Ensure that the t key requirements of SANS codes SAGA SACGA NERSA PER and other legal

requirements as applicable to the company are implemented and monitored.

Establish HAZCHEM and HAZOP requirements and implement requirements.

Assist in the Implementation of MHI (submission of report to relevant local authorities/ Chief Inspector

and Provincial Director and any other body concerned) and EIA (Yearly Audits) requirements and

recommendations on all sites. Assist to establish all systems and ensure that all regulatory aspects relating to the activities of the

companies are implemented and adhered to on site on an ongoing basis relating to preconstruction

construction and operating phases.

Assist to ensure that the companies and customers’ sites comply with all aspects required relating to

Environmental Impact Assessment (EIA) Major Hazardous Installation (MHI) and Health and Safety

requirements and that these requirements are always maintained and adhered to.

Assist in ensuring that risk is managed through the organization and that change management

requirements are adhered to.

Assist in ensuring that the site compliers with security rules

Assist in ensuring the site emergency preparedness plan compliers with all relevant regulations it is

implemented and monitored.

Assist in Incident investigation and reporting. Conduct Health Safety and technical audits at depots and customer sites as per the site audit plan

Ensure that SHEQ training material is developed signed off and all staff and customers are trained.

Compile and update manuals work procedures and safe operating practices in conjunction with relevant

department (e.g. Operations).

Implement and monitor Health and Safety / behavioral improvement program.

Implement the SHEQ program across all departments within the organization.

Comply with company regulations regarding any accidents involving staff members company property

visitors or customers on Company premises and to immediately report to the Technical and Compliance

Manager / Relevant 16.2 appointee.

Assist organization with tender requirements.

Assist with new site startups by ensuring that projects meet all approval requirements and are maintained

on an ongoing operating basis prior and during installation process. Ensure Projects department has completed the following

Site drawings

Fire department approvals

Council municipal approval were required

NERSA approvals

Implementation of MHI

EIA submissions or exceptions if required

Electrical approvals

All COCs to be submitted to customers and on file at company on completion of a project

Present and communicate Progress Reports and Status Update Reports on dedicated timelines to

management and customers.

Ensure that all certification and compliances are adhered to at new installation and during construction.

Ensure employee is kept up to date with the regulatory requirements. Project hand over sheet is completed: Sales Operations and Customer

Warehouse/stores management

Assist in ensuring that the requirements of the procurement policy and plan are implemented across all

departments.

Assist in the daytoday running of the stores: goods receiving storage and issuing.

To ensure that all departments adhere to stores processes.

TRAINING POLICIES AND PROCEDURES

Assist in implementing policies and procedures and ensure systems are in place to ultimately comply to

the various ISO standards.

Liaise with customers and various departments (e.g. Ops and Distribution Projects) ensuring positive working relationships are maintained and communication channels and technical requirements are clear.

Perform Risk Assessment and coordinate with contractors and all departments prior to installation and

once commercial supply commences.

Incident investigations and reporting are updated as it happens

EQUIPMENT AND INSTALLATION COMPLIANCE/PROJECTS

Safety files are completed and presented to customers prior to installation contractors starting on site

and updated files as projects progresses

Compile and update manuals work procedures and safe operating practices for project installations and

equipment.

Update policies and procedures and task manuals.

MEETINGS

Conduct SHE Committee Meetings (plan scheduled and review) Coordinate/ Attend staff safety meetings.

Attend meetings if and when required on behalf of the Company's SHEQ department Management

meetings technical meetings Steering Committee meetings (weekly monthly quarterly)

Attend contractor meetings and meetings with landlords / property owners and report on outcomes

(KickOff Site Meetings)

Schedule and share Health and Safety meetings with CNG Operation companies and workshops.

INVESTIGATION AND CORRECTIVE ACTIONS REPORTING

INVESTIGATION AND CORRECTIVE ACTIONS REPORTING

Investigate the root cause of SHE complaints put forward by staff members customer’s clients and

contractors and report the result to the Technical and Compliance Manager.

Coordinate and participate in the investigation of incidents accidents and near misses.

Prepare daily weekly and monthly SHE reports statistics and presentations related to SHE performance. Report to the Technical and Compliance Manager daily / weekly on corrective action taken by

Contractors and close out of NCR reports.

Compile and submit investigation reports to the Technical and Compliance Manager.

EMERGENCY PROCEDURES

Ensure regular emergency response exercises and drills are conducted to ensure the highest level of

preparedness in any emergency.

Maintain records of such drills providing recommendations for emergency response improvements.

Supervise the regular inspection of firefighting safety and emergency response equipment at sites and

offices.

Assist in development and implementing of emergency response procedures and evacuation plans on site

and offices. Ensure that these plans are reviewed and updated regularly

Ensure that the emergency plans are communicated to staff and visitors and update registers on training

and induction.

Preferred Knowledge Skills Education / Training and Experience Requirement(s):

Health and Safety in a highly technical complex industrial environment.

Construction / project safety compliance.

Ability to investigate incidences.

ISO 45001:2018/14001:2015 ISO 9001:2015 MHI / EIA / AIA

Read write reports and analyze information.

Proficient and Microsoft Office

Qualifications and Experience

45 years relevant experience in the SHEQ related field

Matric

SAMTRAC certificate or equivalent occupational SHE training or Diploma.

Technical or Engineering (in chemistry/Mechanical) Diploma

Qualification/experience in warehouse management advantageous.
