3 months contract with a North London based Local Authority

Job Summary:

An exciting opportunity has arisen to join the Street Homeless Team as an Outreach Team Manager.

We are transforming our homelessness service to improve prevention reduce temporary accommodation and end street homelessness.

Our new Housing Advisory Service is committed to delivering sustainable housing outcomes for Enfield residents through innovative services including datadriven early intervention community outreach specialist practice teams and a street homelessness service.

We are seeking proactive outcomefocused individuals to join our Street Homelessness Service.

Our ambitious goal: to end rough sleeping in Enfield.

Key Duties/Accountabilities:

Developing performance targets and quality control measures for the work of the team and monitoring team members work to ensure that these are met.

Responsible for setting clear objectives and holding individual supervisions regularly.

Ensuring good communication between staff by holding team meetings regularly and additional briefings as necessary.

Inducting new staff and planning the continuing development of existing staff and ensure that PDR are undertaken.

Managing the workload of the team to ensure that adequate cover is always provided.

Ensuring the health and safety of team members. This will include implementing procedures for office safety and use of computer equipment and lone working policies are adhered to.

Defining (and reviewing from time to time) the roles of staff to ensure this support the projects aims and objectives.

Operating London Borough of Enfield s disciplinary and grievance procedures where necessary and adhering to all London Borough of Enfield s Policies and procedures.

To develop an accurate picture of the number of people sleeping rough in London Borough of Enfield and the locations where there is good reason to believe that people may be sleeping rough.

To develop shift patterns and practices that reflect the rough sleeping patterns and subgroups in London Borough of Enfield including early mornings day late nights and at weekends if required.

To support your team to make contact with people potentially sleeping rough in London Borough of Enfield and the responsibility of verification of rough sleeping and develop a proactive working relationship with those individuals found to be rough sleeping and ensure that a valid approach to supporting the team to ensure a positive outcome.

Responsible for the assessment of your team.

Responsibility for the needs of people sleeping rough in your area.

To actively monitor CHAIN records ensuring that each contact and assessment is recorded in accordance with the CHAIN recording guidance.

To maintain constructive working relationships with other departments within the council.

To maintain constructive working relationships with businesses and community/faith groups in London Borough of Enfield and proactively promote awareness of the service.

Essential Experience Required:

Experience of taking a lead in developing street or community outreach services. Also to supervise and motivate a staff team and to support and coach skilled outreach practitioners and volunteers.

Experience of delivering and administering an assertive case management approach and motivating complex and diverse client groups to engage with support.

Ability to broker relationships with services and develop pathways to enable clients to make and sustain positive change.

Ability to work as part of a management team and to initiate and maintain effective working relationships with colleagues clients the community the police and other external agencies.

Knowledge of the services and legislative environment regarding housing health work and immigration as it relates to homeless people.

Ability to record and report work to a good standard using IT systems as well as written records.
