About the Opportunity:
FedTec is looking for a GIS Analyst having Expert level of experience (minimum of 8 years) as an Information Technology GIS Analyst working with internal customers and agency staff in the planning design development testing and implementation of enterprise scale GIS datasets and applications.
Position: GIS Analyst
Client Location: Tumwater WA 98501
Client: Washington State Department of Transportation
It is a Hybrid role.
Primary Responsibilities:
This position will serve as an expert GIS Analyst assigned to the HPMSLRS Modernization project using expert specialized knowledge experience and expertise in GIS analysis to:
  • Meet with departmental staff to identify and analyze user requirements for GISbased LRS data and applications.
  • Elicit and document business requirements using techniques such as:
i. Process mapping
ii. Workflow modeling
iii. Conceptual and logical data modeling
iv. Business rules modeling
v. Use case modeling
vi. Scope management
vii. Requirements management
  • Create highly customized mapcentered interfaces and other products such as complex queries to filter data and simple scripts
  • Create and configure web services data processing procedures and quality control routines
  • Create customized tools and menus for new and existing data compilation maintenance quality assurance quality control and reporting solutions.
  • Identify and design system interface requirements for LRS and other roadway data needed by other agency data systems.
  • Write programs using development tools and programming languages.
  • This position will be ultimately responsible for delivering the appropriate functional and technical design documentation for the project to allow all project work to be completed.
Work Requirements
  • All work products byproducts and services such as analysis documents requirements documents project charters work plans schedules presentations emails and other project related documentation are the property of WSDOT will be turned over to the WSDOT TSD ETPMO Manager upon demand.
  • The contractor working as an expertlevel GIS Analyst is responsible for eliciting analyzing and defining LRS and roadway data related business requirements that are vital to WSDOT program delivery and affect various business units throughout the state.
  • Contractor will produce Business and GIS Analysis deliverables that are acceptable to the assigned Project Management team Project Manager the WSDOT TSD ETPMO Manager the WSDOT TSD Enterprise Implementation Assistant Director the Washington Technology Solutions office (WaTech) and customers. Deliverables must comply with all Technology Services Division standards for quality.
  • Contractor will be responsible to provide the WSDOT TSD ETPMO Manager with weekly status reports and participate in team meetings as required.
  • Contractor will be responsible to create and maintain project documentation as specified by the Project Manager Project Management team and the WSDOT TSD ETPMO Manager.
  • Contractor will be responsible to provide Business and GIS Analysis deliverables needed to support the project oversight deliverables and reporting required by WaTech under the Section 701 gated funding oversight that this project is operating under.
  • Contractor will be responsible to ensure that the data reporting requirements of the Federal Highway Administrations (FHWA) Highway Performance Monitoring System (HPMS) will be met using the data and solutions addressed by this project and that the project results in automation of HPMS data compilation formatting and validation to the extent possible.
  • Contractor will be responsible to ensure that the Fundamental Data Elements defined in the FHWAs Model Inventory of Roadway Elements (MIRE) v 2.0 will be included in the data model(s) and will be reportable in coordination with HPMS reporting using the solutions addressed by this project.
Basic Qualifications:
All Information Technology GIS Analyst Consultant candidates must have:
  • Expert level of experience (minimum of 8 years) as an Information Technology GIS Analyst working with internal customers and agency staff in the planning design development testing and implementation of enterprise scale GIS datasets and applications.
  • University level or equivalent education and training in GIS surveying engineering or similar discipline.
  • Expert level of experience (minimum of 8 years) that includes process mapping workflow modeling conceptual and logical data modeling business rules modeling use case modeling scope management and requirements elicitation and management for GIS data and applications.
  • Technical background/experience (minimum 8 years) that includes configuring highly customized map based interfaces and other products writing programs using GIS development tools and languages data base administration or data modeling in activities such as the design development testing and implementation of a wide variety of GIS applications and systems.
  • Technical background/experience (minimum 5 years) with implementing projects centered around ESRI based Geographic Information Systems (GIS) technologies for managing linear referencing systems (LRS) and other transportation roadway or civil engineering data.
  • Demonstrated understanding of requirements elicitation and interview techniques with a wide range of audiences including from front line workers to executive staff.
  • Demonstrated understanding of requirements management techniques such as traceability matrices.
  • Expert level of experience in Microsoft Office applications including Visio.
  • Excellent verbal and written communication skills.
  • Prior experience using requirments management softare such as SPARX Enterprise Architect or Jama.
It is preferred that the Information Technology GIS Analyst candidates will have:
  • A bachelors degree or higher in geographic information systems or related field of study.
  • Experience in implementing Cloudhosted GIS mapping and analysis Software as a Service (SaaS) implementations utilizing Google Amazon or Microsoft cloud hosting technologies.
  • Advanced knowledge (minimum of 3 years) and demonstrated experience in the creation and maintenance of International Institute of Business Analysis (IIBA) Business Analysis Body of Knowledge (BABOK) framework deliverables.
  • Experience in the creation of business requirements for Request for Information (RFI) and Request for Proposal (RFP) solicitations.
Education / Certifications:
  • A bachelors degree or higher in geographic information systems or related field of study.
