Job Description

ANGARAIs customer is one of the largest transit organizations in the United States. The customer is looking to develop its Capital Program and is looking to procure (1) Technical Support Services and (2) Capital Program Development and Evaluation Services. The services include cost estimation business case analysis project development and will assist with lowering budget risks by assessing the risks of project action vs. inaction and considering potential alternatives. Additionally it will aid longterm strategic planning and management of WMATA s facility State of Good Repair needs and investments.

The positions are onsite at the customers location(s).

Requirements

ANGARAI is looking to recruit for the following positions:

I. Technical Support Services

A. Principal/Program Manager
a. The Program Manager will be responsible as task lead advising the Technical Support Services Task as well responsible for the overall performance and management of the Project.
b. Bachelor s Degree and 15 years of experience in engineering and project management managing developing designing or delivering major transit infrastructure projects.
B. Project Manager/Senior Engineer
a. Analyze develop and evaluate transportation systems. Must have the subject matter expertise to review complex designs site plans technical specifications construction schedules and engineering estimates. Conduct research find and analyze solutions and propose decisions based on findings. Bachelor s Degree in engineering or related discipline with at least 8 years of relevant work experience.
C. Project Coordinator/Junior Engineer
a. Analyze develop and evaluate transportation systems. Must be able to review complex designs site plans technical specifications construction schedules and engineering estimates. Conduct research find and analyze solutions and propose decisions based on findings. Bachelor s Degree in engineering or related discipline with at least 6 years of relevant work experience.
D. Project Control Manager
a. Manages and advises a team of project and construction estimates schedules and costs. Is familiar with cost escalation orders of magnitude cost of materials and labor rates. Bachelor s Degree and at least 10 years of relevant work experience in engineering or construction.
E. Senior Cost Estimator
a. Develop project and construction estimates schedules and costs. Is familiar with cost escalation orders of magnitude cost of materials and labor rates. Bachelor s Degree and a minimum of 8 years of relevant work experience in engineering or construction.
F. Technical Advisors (Consultant Role Part Time)
a. Technical advisors will be responsible for special transit and infrastructure service requests.
b. Creates mitigation plans to identify solutions that reduce organizational risks. Develops products that show a range of effects of proposed solutions and alternatives. Bachelor s degree in engineering Urban Planning Business Political Science or a related discipline with at least 810 years of relevant work experience.
c. Experience in the in the following technical categories:
i. Buildings and Facilities
ii. Civil and Structures
iii. Communications
iv. Heavy Mechanical
v. Power Systems
vi. Signaling
II. Capital Program Development & Evaluation Services

A. Program Manager
a. The Program Manager will be responsible as task lead and advising the development of Capital Program Development and Evaluation projects.
b. Bachelor s degree in City/Urban Planning Transportation Planning Public/Business Administration or related field with at least 12 years of experience in transportation planning scheduling or transit service management.
B. Project Manager
a. Leads the development of Capital Program Development and Evaluation projects. Must have experience leading the analysis of transportation industry projects including review of technical documentation and stakeholder outreach. Conducts research finds and analyzes solutions and proposes decisions based on findings. Must be able to think critically and propose creative solutions.
b. Bachelor s degree in City/Urban Planning Transportation Planning Public/Business Administration or related field with at least 8 years of relevant work experience in transportation planning scheduling or transit service management.
C. Planner
a. Develops transportation plans analyses and complex planning studies. Conducts public and stakeholder outreach creates writeups and presentations and synthesizes information.
b. Bachelor s degree in City/Urban Planning Transportation Planning Public/Business Administration or related field with at least 35 years of relevant work experience in transportation planning scheduling or transit service management.
D. Junior Planner
a. Develops transportation plans analyses and complex planning studies. Conducts public and stakeholder outreach creates writeups and presentations and synthesizes information.
b. Bachelor s degree in City/Urban Planning Transportation Planning Public/Business Administration or related field with at least 13 years of relevant work experience in transportation planning scheduling or transit service management.
