Job Description

Title : Grants Management Specialist

Location: Bethesda MD 20892

Weekly Hours PT: Less than 30 hours per week

Overall Position Summary and Objectives

The incumbent would advise regarding the oversite of NINRs Technology Grant Portfolio which includes serving as Coordinator of NINRs SBIR and STTR Programs.

Min Education Bachelors

Certifications & Licenses

  • Minimum of fifteen (15) years of related experience.
  • Masters Degree in related discipline. Three (3) years of specialized experience plus a BA/BS degree is equivalent to a Masters degree.

Statement of Work Details

Provides technical assistance developing and analyzing the organizations grant program.

  • Assist staff to manage and coordinate develop and maintain annual grant portfolio and provide administrative support for the Grants Management Branch for the review of grant applications and resolve which involves a wide variety of problems and situations pertaining to the grant functions.
  • Assist staff review annual grant progress reports and new grants for conformity to Institute policy compliance with Federal regulations and consistency with Standard Operating Procedures (SOP).
  • Provide advice Assist staff interpret and prepare guidance interpretation and guidance on statutes regulations policies and procedures as they related to the award grant program in general and as related to individual awards.

Assists with reviewing grant applications and preparing responses.

  • Assist staff review and evaluate for accuracy and completeness competing and noncompeting grant applications.
  • Assist staff review grant applications for policy and regulatory compliance and report issues.
  • Draft correspondence to address any administrative or management issues related to grant applications.

Assists in analyzing and preparing reports to track status of awards and funding.

  • Conduct administrative and financial review of grant applications.

Creates and maintains a database for grant activities.

  • Create or edit documents such as spreadsheets correspondence template forms terms package and reports .

Performs queries conducts analysis and produces reports.

  • Collect and analyze administrative data from applications and proposals and write analytic reports.
  • Perform queries of grant management applications and systems and prepare summaries of results.

Provides support and routine updates to staff.

  • Apprise staff of issues and problems that could cause grant awards to be late or delayed.
  • Communicate with appropriate Program Officer and Grantee Sponsored Research Administrator when questions arise.
  • Collaborate with staff to use guidelines and policies for specific situations utilizing NIA NIH and HHS grants administration sources.
  • Bring to attention of staff areas needing additional policies or procedures and contribute comments and suggestions on new policies revisions justifications for changes etc.
  • Provide advice to program staff applicants and grantees on administrative and business management issues.

Identifies grants that are ready for final processing.

  • Monitor the status of grant application proposal processing and receipt by the IC Review Program.
  • Work with staff on pre and postaward activities including the preparation of grant awards.
  • Collect and assemble documentation on grant applications that have been selected for funding for review and approval.

Reviews and assembles completed documentation and identifies pending issues or changes.

  • Perform advanced analysis of grant program applications and procedures to enhance problemsolving fill gaps of information foster decisionmaking and promote an area of science.
  • Resolve grantrelated issues working with scientific and administrative personnel and with similar staff of grantee organizations.

Develops procedures for the grant review and approval process.

  • Provide consultations to the potential grantee community to assist them in their submission of applications to the NIH Parent Announcements and NINRs Technologyspecific Program Announcements (PAs) and the Omnibus SBIR and STTR Funding Opportunity Announcements.
