Project Engineer - Project-In-Charge

JOB SUMMARY:

The ProjectInCharge will primarily work onsite for FLOW STP & WTP Projects and report to the Engineering & Projects Head.

The ProjectInCharge ensures that the project is delivered on time within budget and to the required quality standards and specifications. He/she ensures the project is effectively resourced and manages relationships with a wide range of groups such as the Contractors Suppliers LGU and other Government agencies Estate Managements Client and other stakeholders.

The ProjectInCharge is also responsible for managing the work of technical workforce allocating and utilizing resources in an efficient manner and maintaining a cooperative motivated and successful team.

DESCRIPTION OF DUTIES AND RESPONSIBILITIES:

• Lead the FLOW site team composed of Project Engineer HSE Officer and QA/QC/QS Officer in the performance of the respective works. Plan and assign daily tasks to meet the objectives of the Project.
• Submit Weekly Report of the Projects status to the Engineering & Projects Head.
• Prepare Monthly Report for submission to the Client.
• Review and approval of Contractors technical submittals.
• Lead contractor in delivering project to be compliant to all policies procedures and governance frameworks of FLOW.
• Work with the Contractors to develop a realistic project schedule that is within the prescribed project timeline.
• Ensure the project schedule is reviewed and updated.
• Reviews and validates appropriateness of Variation Order (VO) / Time Extension (TE) / Time Suspension (TS)
• proposed by the Contractor and provides recommendation to the approving body at FLOW.
• Reviews validates and recommends approval of Work Accomplishment and Contractor Billing to the approving body at FLOW.
• Defines overall execution strategies and methodologies in alignment with the key stakeholder for assigned projects to deliver project construction within defined Project Delivery metrics including but not limited to:
• Cost Time Quality Safety and Environment.
• Conducts daily meetings with site engineers subcontractors representatives and others to discuss the projects progress possible problems and its solutions and challenging them to perform well in their task assignment.
• Manages and controls project cost within the approved budget ensuring materials inventory wastage and scraps are kept within acceptable or minimum levels safeguarding the company assets from loss damage or theft.
• Develops good business relationships with the client and other stakeholders at the local community and identifies project opportunities and risks and recommends appropriate action to protect FLOWs business interests.
• Manage the administrative aspects of the Project.
