Technical Business Analyst

Overview: We are seeking a highly skilled Technical Business Analyst to align our information technology systems with business operations by analyzing recommending and developing innovative reporting solutions. The ideal candidate will collaborate with both Information Technology and Business resources to discover analyze and inventory legacy reports including SAS (Statistical Analysis System) routines. This role demands clear documentation and communication of processes and requirements to both Business and Technical resources.

Key Responsibilities:

• Coordinate and facilitate business stakeholder meetings to discover analyze inventory and document legacy reports including but not limited to SAS routines.
• Collect and document requirements in an organized manner.
• Assist in the evaluation of technical solutions and make recommendations based on sound reasoning.
• Follow software development processes prepare detailed technical documentation and generate work estimates in an SDLC environment.
• Work both independently and as part of a project team interacting with product owners internal/external stakeholders applications and other Business Intelligence/Data Warehouse staff to discover analyze inventory document and assist in implementing solutions.
• Provide guidance and knowledge sharing to existing development staff.

Required Skills and Qualifications:

• 5 years of experience in requirement gathering customer engagement customer communication and project management.
• 5 years of experience in data warehousing design/development.
• 5 years of experience developing detailed technical documentation.
• 5 years of experience documenting solutions and accurately conveying them to technical SMEs.
• 5 years of experience with SAS (Statistical Analytical System) programming.
• 4 years of experience with data warehouse architecture standards processes and methodologies with good knowledge of data integration data quality multidimensional design and ETL tools.
• 4 years of experience identifying creating and participating in the implementation of business process improvements and systems that deliver tangible value.
• 4 years of experience with Agile development (Scrum Kanban).
• 4 years of experience understanding complex issues and facilitating resolution.
• 4 years of experience with highly complex application security requirements.

Preferred Skills and Qualifications:

• 4 years of experience with Oracle (18) data warehousing development.
• 4 years of experience with Oracle database programming (SQL TSQL PL/SQL BTEQ).
• 2 years of public sector experience (Federal State or Local Government).
• Proficiency with Microsoft Office products including Outlook TEAMS Microsoft Project Word Visio Excel and PowerPoint.
