IMT Management Consultant Strategist and Planner

Project Name:
Data Management and Geospatial Services Platforms Continuous Improvement.

Scope:
The Data Applications and Geospatial unit in Technology and Innovation (TI) ministry requires a resource to assist with leading and supporting Azure based data management platform improvement sustainment technology roadmaps and implementation of one or more data opportunities for the Government of Alberta (GOA) enterprise.

The candidate will bring a data management lens combined with geospatial knowledge with a focus on how best to design architect implement govern and manage the data management platform and products built on it. This will include facilitating conversations around platform current state maturity enterprise standards platform alignment with data strategy technology stack roles and responsibilities platform governance and more.

The successful candidate will be an IMT consultant with a diverse skill set working in a multifaceted role. The role may have aspects of any or all of the following:
leading strategizing architecting planning advising mentoring technology recommendations creating artifacts creating platform roadmaps focused on data management platform integrated with location intelligence.

Duties:
Provides leadership direction and advice on the Data Management Platform and Geospatial Services Platform Improvements and Sustainment. Services and project deliverables should evolve as the work progresses in response to emerging user and business needs as well as design and technical opportunities. However the following must be delivered (iteratively) over the course of the project:

Align data management platform architecture (Azure based) governance technology and service management with enterprise data strategy governance frameworks.
Provide strategic and architectural direction for integrating Azure based data management platform with other enterprise systems. These enterprise systems are based on Esri ArcGIS Enterprise ServiceNow Sharepoint etc.
Provide strategic direction enabling less intensive location intelligence capabilities on data management platform.
Design and Implement portal for Data and Geospatial Services.
Provide technology recommendations through proof of concepts.
Update data management platform roadmap along with implementation plan.
Provide guidance implementing the platform technology aligned with roadmap.
Establish data platform technology standards to be applied on Azure platform (Azure is currently used but scope may be beyond Azure.)
Provide subject matter expertise and recommendations on data product development using agile methodology.
Assess current future initiatives and provide suggestions to grow and cultivate data capability capacity and culture from the perspective of service transformation.
Create and present options frameworks models and briefings for senior executives with regards to digital transformation based on best and emerging practices and principles.
Facilitate strategic conversations to develop shared understanding and generate options for decisionmaking to align diverse stakeholder interests and goals.
Develop baseline and ongoing outcomes key results metrics and other indicators.
Advise and coach platform team throughout project lifecycles from initial discovery and concept to production and continuous improvement.
Design of data service offerings including but not limited to
o Portal for Data and Geospatial Services
o Data Management Platform Roadmaps
o Data Integration Patterns
o Strategies around enabling data science and analytics
o Cross system integration strategic and architectural patterns
o Technology standards
o Data product design and management.
o Data platform capabilities and services.

This role may be required to coach and mentor staff on service innovation and data initiatives.

Equipment requirements:
Resource must provide their own computer and related equipment. The computers operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility. AVD/remoterelated software will be installed on the resources computer.

In the event that the Contractor s resources are directed to work remotely the Contractor shall be responsible for providing all of its equipment including computers software printers supplies desks and chairs. However the Province shall ensure that the Contractor s resources have the necessary access and credentials to the Government of Alberta s system.

In the event that the Contractor s resources are directed to work inperson the Province shall provide the requisite office space furniture and office supplies. However the Contractor shall continue to be responsible for providing computers and software and the Province shall continue to ensure that the Contractor s resources have the necessary access and credentials to the Government of Alberta s system.

The fixed rate quoted must be inclusive of all overhead office space and equipment including supplies administrative burden markup and all other costs to perform the Services for the duration of the Contract.

Working Hours:
Standard Hours of work are 08:15 16:30 Alberta time Monday through Friday excluding holidays observed by the Province
Work must be done from within Canada due to network and data security issues.
It is anticipated the role will be 100% remote however in the event of an onsite meeting the GoA does not pay for travel to attend onsite meetings nor any expenses related to relocation commuting housing/accommodation food/drink.

Notes on Location:
Resource will work remotely though must be available for onsite meetings when required.
They expect to have 34 meetings per month in office.

Onsite meetings include but are not limited to strategic architectural and technical discussions meeting with team members senior managers directors executive directors and business clients. Frequency of meeting could be up to 34 times per month.

Incumbency:
Previously this role was filled by a contractor however for this and all other opportunities the Ministry seeks the best person to fill the role.

Standard Background check required
The Supplier shall prior to commencement of the Services provide the Province on its request and at no cost to the Province with criminal record checks.

Mandatory Training Courses:
Once hired the resource will be required to complete all mandatory training which includes but not limited to Freedom of Information and Protection of Privacy Act and Security awareness training. There may also be some optional courses as well.
