Job Description

Position: Business Analyst

Duration: 1 year

Location: Olympia WA (Remote)

Client: State of Washington

Job Description

Duties:

The Business Analyst will work collaboratively with the Agency staff in activities which may include but are not limited to:

  • Translating system requirements to end users and nontechnical users
  • Conducting analysis or gathering information with Agency staff.
  • Seeking input or direction from the Agency staff or management.
  • Development of any criteria for decision making choosing among options.
  • Peer review and feedback on work assignments.
  • Preparing materials demo system or data for presentations.
  • Maintenance of a work or task plan.
  • When requested participation in meetings and teleconferences with the staff and provide input to business and customers and other team members.
  • Sharing knowledge with the employees including knowledge transfer to FTE technical staff and coaching or mentoring business area customers is required on all work completed.

Required Skills:

  • Excellent stakeholder communication skills with experience in translating system requirements to end users and nontechnical users
  • At least 3 years of recent demonstrated experience in and aptitude for planning requirement elicitation and managing requirements for complex solution and supervising business analysts for large system replacement projects.
  • Demonstrated expert level experience in and knowledge of requirement management and traceability methodologies tools and processes.
  • At least 3 years of recent demonstrated experience in and aptitude for translating functional and nonfunctional requirements into test use cases.
  • Demonstrated workinglevel workload management skills plan and organize assignments to create timely accurate work products. Work efficiently remain focused and handle interruptions effective
  • Strong technical and business analytical skills with proven documentation of analysis and recommendation.
  • Demonstrated expert level experience in and aptitude for iterative development techniques such as Agile.
  • Demonstrated expert level experience in and aptitude for presentation interpersonal written and oral communication skills when communicating to internal IT personnel as well as users in the business units.
  • Demonstrated experience in and aptitude for establishing and maintaining technical and architectural documentation standards.
  • Proven ability to deliver products with highest quality and on time.
  • Ability to facilitate and lead elicitation definition and refinement of business and technical requirements with internal and external stakeholders and subject matter experts (business and technical) using an incremental and iterative approach to design and document technology and business process solutions.
  • Facilitate the elicitation refinement and documentation of complex business rules and tools or process of organizing and maintaining for all business rules reuse.
  • Experience in providing oversight on scope and requirement management protocols.
  • Experience in developing and maintaining requirement traceability matrix for requirement and rules management and reuse.
  • Establish and ensure critical current state and ideal WSLCB business process flows are documented in preparation for the documentation of business requirements.
  • Experience converting requirements into various types of models or diagrams using the BABOK techniques (i.e. process mapping decision tables value streams data flows) to describe aspects of the requirements.
  • Liaise between WSLCB and the vendors solution to ensure configuration and development choices meet the business needs for the solution.
  • Experience analyzing current and future system functionality to identify risks and gaps which included proving alternative solutions and making recommendations.
  • Experience developing test use cases/scenarios and recording results of testing.
  • Experience analyzing and determining impact of system malfunction/defect and communicate the results to the system business owner and IT service owner.
  • Experience performing in root cause analysis which includes application of business rules workflow issues and internal/external interfaces.
  • Analyze agency data and liaise with technical and business data owners to determine data conversion needs analyze data issues and develop strategies for cleaning and converting data.
  • Experience in defining and documenting data fields for system reference (i.e. data dictionaries).
  • Participate in system testing preparation and execution including test scenario or test cases.
  • Review test results against business and technical requirements to ensure conformity to the established acceptance criteria.
  • Experience document complex business logic and/or business rules using appropriate tools.
  • Mentoring WSLCB staff in business analysis techniques and tools.
  • Experience and preparing test scripts or test cases and reporting and validating results.
  • Experience performing gap analysis between agency requirements and vendor solutions.
  • Experience in documenting business processes.

Desired Skills:

  • An Associates degree or completion of an accredited vocational training program in an information technology or related program in information technology analysis system maintenance or troubleshooting/problem resolution experience or analyzing designing or programming computer systems applications or databases.
  • Demonstrated experience in defining and working in an environment where IT security best practices policies and procedures are required and audited with having responsibility for enforcing and administering policies and procedures
  • Working level knowledge of writing and modifying Structure Query Language (SQL) statements.
  • Experience with Visual Studio Team Services (VSTS) Team Services Foundation (TFS) or JIRA.

Certification:

  • A valid Certification of Competency in Business Analysis (CCBA) or Certified Business Analysis Professional (CBAP) Certification.
