Job Description

12 months contract with a South London based Local Authority

Job Summary:

The Transformation Programme is sponsored by the Assistant Director of Environment and is a key strategic priority for the Council being led by the Head of Waste Contracts Transformation with dedicated resources that includes the Mobilisation Support Officer.

Resources have been allocated to the Programme to ensure the contract mobilises and that work is completed to time and runs successfully providing guidance and support as required.

The existing contract is delivered by Veolia ES (UK) Limited and provides over 13.5 million separate waste and recycling collections per year and cleansing 1600 km of roads in Sutton expires on 31st March 2025.

The Support Officer will report to the Project Management Team for the mobilisation period and the first 6 months of the go love period through to 2025.

A new contract will start mobilising from 1 April 2024 and go live on 1 April 2025. During that time the Council is redeveloping the Waste Depot for handover to the contractor in February 2025.

Key Duties/Accountabilities:

Provide a direct point of contact with contractors and the existing contractors and council teams to facilitate the smooth mobilisation of services.

Support with the establish of robust contract management mechanisms and procedures.

Administer projects ensure appropriate monitoring and updates and support the delivery of work streams for the Transformation Program including ICT communications ICT customer services finance construction and operational.

Carry out a compliance and assurance role such as audits including site condition and asset surveys bin surveys cleanliness inspections.

Support the wider Council team to deliver key strategic plans include Communications Carbon Reduction and Recycling Improvement Plans.

Essential Experience Required:

We re keen to hear from someone with a background in project management ideally in environmental services.

You will have good communication skills both written and verbally to support the Programme Management and in reporting to the Board.

You will be highly organised can manage working on multiple projects simultaneously and alongside a range of stakeholders external contractors and colleagues across several departments and disciplines.

Previous experience of working in a project environment or with a contractor.

The ability to work as part of a team and to provide support to ensure the successful delivery of projects.

The ability to work on their own initiative to manage multiple tasks and meet project deadlines.

Excellent communication skills both verbal and written using different methods to a range of different audiences using styles reflecting the audience and to inspire confidence

The ability to analyse data maintain project plans prepare updates briefings newsletters presentations highlight and exception reports and to maintain issues logs risk registers and other project controls.

The ability to pay attention to detail and produce high quality work maintaining confidentiality at all times.

The ability to work cooperatively and supportively with colleagues and partners across the Council developing positive and open working relationships.

Ensure all health and safety standards are adhered to for the relevant work area.

Apply diversity and equal opportunities policies in the workplace.

IT literacy and experience of using GoogleApps e.g. GMail Doc Sheets Drive Slides ideally being selfsupporting in their use.

Experience in waste management particularly in a local authority setting contract management and governance and the management of projects relating to waste minimisation recycling and waste collections.
