Job Description

The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

1.1. PROTESTANT RELIGIOUS EDUCATION (RE) COORDINATOR

1.1.1. SCOPE OF RESPONSIBILITIES: The contractor will serve as resource person, advisor and coordinator of Religious Education (RE) for the Patrick Air Force Base Protestant community to include administration of the RE program, recruitment, training, and mentoring of Christian educators, and the planning and conducting of an annual Vacation Bible School program. This includes formal religious education and spiritual development for adults, teens, and children.

1.1.2. MINIMUM QUALIFICATIONS:

1.1.2.1. Possess knowledge of the beliefs and practices of the major Protestant faith groups and be able to team up with those from inter-denominational and ecumenical (Catholic & Protestant) environments and backgrounds.

1.1.2.2. Have minimum of one school years experience working within a volunteer-based Protestant RE program as a teacher. Two years experience as a Protestant RE coordinator, Sunday School Superintendent, or youth minister is preferred but not required.

1.1.2.3. Possess a Bachelor s degree in education or related field.

1.1.2.4. Possess coordination skills to be able to organize and communicate with chapel staff, contractors and volunteers verbally and in writing.

1.1.2.5. Be adept in organizational and administrative skills to include proficiency in computer skills such as Microsoft Word, Outlook, Publisher, and Excel.

1.1.2.6. Be adept in oral and written communication.

1.1.3. SPECIFIC RESPONSIBILITIES:

1.1.3.1. Coordinate a program of RE in accordance with the guidelines set forth by the Air Force Chaplain Corps.

The program must meet the needs of an inter-denominational Protestant community using approved curriculum and programs.

1.1.3.2. Hold office hours at least 3 days per week (Monday through Friday) for 5 hours per day to include 3 hours every mid-week evening to help cover the midweek program, plus 2 hours on Sunday mornings. Office hours will be posted in Protestant newsletter. Additional hours may be required for major functions during the year (i.e. VBS, Special Services, etc.).

1.1.3.3. Be available at the RE facility on Sundays from 30 minutes before the start of the Protestant Contemporary worship service until the end of the service.

1.1.3.4. Be available at RE facility at least 30 minutes prior to start of programs.

1.1.3.5. Plan, organize and supervise RE classes during the months of September May. The classes will Include no less than:

1.1.3.6. Elementary (Grades Pre-K 6): Wednesdays from; 34 per year

1.1.3.7. Junior High (Grades 7 & 8): Wednesdays from; 34 per year

1.1.3.8. Senior High (Grades 9 12): Wednesdays from; 34 per year

1.1.3.9. Adults: Wednesdays from; 34 per year

1.1.3.10. Register and assign all students, teachers and aides (co‐teachers) to RE classes, as well as determine the size and number of classes at each age level.

1.1.3.11. Prepare an annual RE calendar, submitted no later than 15 July. The calendar should include all special events such as VBS, recruitment, training sessions and volunteer appreciation events, etc.

1.1.3.12. Attend Protestant Parish Council meetings and Chapel Staff meetings for informational and planning purposes.

1.1.3.13. E-mail RE Program updates, changes, and announcements to the Protestant Program Coordinator with Cc to the Deputy Wing Chaplain or his/her alternate, for inclusion of the parish bulletin. Updates must be submitted at least one week prior to bulletin release.

1.1.3.14. Recruit and train volunteer teachers, substitutes and other necessary staff to support and participate in the Protestant RE program. RE classes take place from August through May. Organize at least two volunteer teacher training events each year, one in the Fall and one in the Spring. In addition, an updated record of contact information for each volunteer must be kept. This should include availability and schedule as well as current contact information in both electronic and hardcopy formats.

1.1.3.15. Plan events to honor and recognize all volunteers during the year. This will take place at least annually, and will be funded using non-appropriated funds.

1.1.3.16. Work in conjunction with the Protestant Youth of the Chapel (PYOC) coordinator to provide materials and curriculum for the Junior and Senior High youth.

1.1.3.17. Prepare the annual RE CTOF budget for submission and approval to the Deputy Wing Chaplain or his/her alternate, as early as needed, no later than 31 April.

1.1.3.18. Coordinate all requests for textbooks, supplies, and equipment required to support the RE program with the Protestant Chaplain or his appointed representative no later than 31 April.

1.1.3.19. Submit Chapel Tithe and Offering Fund (CTOF) requests as required in support of the parish RE programs.

1.1.3.20. Maintain a stock of expendable supplies and procure supplies as needed for the RE program in accordance with annual budget. All requests and purchases for supplies must be in accordance with chapel policy and procedures.

1.1.3.21. Assess all literature to be used by the Protestant RE program for recommendations prior to ordering for the next year. Assessment is to involve the Deputy Wing Chaplain or his/her designate. Keep a list of all literature. No literature used by the chapel will denigrate any other religion or denomination.

1.1.3.22. Submit all necessary facility requests for the use of chapel or other facilities to the facility manager. Most submissions are on an annual basis.

1.1.3.23. Work in conjunction with the Protestant Men & Women of the Chapel chaplain(s)to provide materials, budget, and events for the Protestant Men & Women of the Chapel groups.

1.1.3.24. Ensure chaplain and legal office-approved permission slips are correct and on file for all events involving minors.

1.1.3.25. Attend professional development and related workshops as opportunities arise (voluntary basis only).

These will be funded with non-appropriated funds as available.

1.1.3.26. Open, secure and lock chapel facilities whenever used for services, meetings, activities, or ceremonies.

Read and sign facility usage, security, key control, and safety letter (available via chapel staff).

1.1.3.27. Maintain a dress code and professional appearance and attitude suitable to the office environment and work being performed. Attire and general hygiene shall be clean, neat, conservative in appearance, and not distracting from the service or event. The Coordinator will maintain professional standards of conduct and public decorum consistent with religious services being led in the workplace.

1.1.3.28. Direct the children s church program, recruit staff, procure necessary materials and supplies, train volunteer staff as needed and supervise this year-round activity. Visit each children s church at least once a quarter or as requested by the Deputy Wing Chaplain and his/her alternate.

1.1.3.29. Team up with the Protestant Parish Coordinator to assist with leading the annual Fall Festival.

1.1.3.30. Ensure all volunteers working with youth below 18 years of age receive a background check as described in DoDI 1402.5. Maintain records to show background checks are complete.

1.1.3.31. Maintain Protestant RE office(s)/storeroom in a clean, orderly, and safe manner.

1.1.3.32. Open and secure the chapel building and other facilities used for RE activities as necessary.

1.1.3.33. Ensure set-up and tear down of facility (i.e., returning tables and chairs to original location, storing equipment in secure locations). Ensure curriculum and materials are properly stored and classrooms are free of loose materials and debris after use. Coordinator may recruit volunteers to perform set-up and tear down tasks.

1.1.3.34. Report any routine facility problems to the facility manager on the next official duty day. Report any emergency facility problems immediately to the facility manager during weekdays or the duty chaplain during nights/weekends.

2.1. PERIOD OF PERFORMANCE: The period of performance shall be from October 1, 2020 September 30, 2023

2.2. QUALITY CONTROL: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS.

2.3. RECOGNIZED HOLIDAYS:

2.4. HOURS OF OPERATION: Normal business hours for the Chapel is 0730-1630 Monday through Friday, except for

Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Based on the hours listed for each position, the contractor is responsible for work during normal business hours as well as during evenings and weekends when respective religious services and activities are being conducted. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.

When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

2.5. PLACE OF PERFORMANCE: The work to be performed under this contract will primarily be performed at

Seaside Chapel and/or South Patrick Chapel as well as any designated off-site locations required by a religious service, event or activity.

2.6. PHYSICAL SECURITY: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

2.7. CONTRACTOR TRAVEL: Contractor will be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) and the limitation of funds specified in this contract. All travel requires Government approval/authorization and notification to the COR.

2.8. TELECOMMUNTING: Telecommuting will be approved on a case-by-case basis. Work may be performed at an alternate location using equipment, which will be provided by the Government. The Contractor shall provide a written request with appropriate rationale for the CO approval prior to any telecommuting.

2.9. The Government will not assume operating costs associated with the Contractor using an alternative worksite.

2.9.1. The Government must authorize all equipment. The Contractor shall maintain availability during core hours via email and phone.

2.9.2. All expenses for Internet, telephone connectivity, and other equipment services shall be borne by the Contractor.

2.9.3. Classified work is not authorized under telecommuting or alternate worksite. Authorized telecommuting or alternate worksite locations do not abrogate the Contractor s requirement for complying with the protection of information IAW DoD and USAF regulations, Security and Protection of Information sections of this PWS, contract clauses or DD Form 254.





2.10. LEAVE OF ABSENCE/SUBSTITUTIONS: Contractor shall provide the COR a two-week notice of any planned or unplanned extended period of absence and, if necessary, arrange for a substitute. Extended period of absence is defined as an absence of three days or more. Substitute s qualifications must meet (including background check) requirements listed in Section 4 of this PWS.
