Indiana DCS IT team is in the midst of developing its new Child Welfare Management System and retiring their legacy systems. A part of that effort includes the adoption of the Agile Scrum framework to ensure that the team successfully.
As a result, this role requires someone who can operate in both the current waterfall environment and assist the team in its agile transformation. The incumbent will manage, plan, execute, monitor and control the activities of small to large information technology projects and teams. Incumbent works in the Department of Child Services Information Technology (DCS-IT) Division performing project management tasks for the Child Services Child Welfare Management Systems. They work collaboratively within the division to ensure quality, timely project implementations and business adoption. The incumbent will also assist in driving the team's adoption of the scrum framework by collaborating with cross-functional teams, demonstrating strong leadership abilities, running daily scrums and enhancing the team's overall agile scrum maturity.
Understanding agency mission, vision, goals, user groups, business processes and workflows, and how the Child Welfare Management system supports the business units. Lead and manage multiple small to large IT project initiatives in a timely, efficient and effective manner to meet the agency's strategic goals for the system as prioritized and established by the system's product management framework. Ensures that projects have scope defined and project team utilizes current systems development life cycle (SDLC) and governance policies and procedures. Coordinates, drives and monitors activities of all parties involved to ensure the project is completed on time, within budget, and meets quality standards. Effectively leverage in-house and vendor development teams and business resources to achieve high quality, timely product releases properly aligned to the organization's strategy and end user needs. Proactively manage project risks and issues identify and mitigate throughout project lifescycle. Manage and maintain project plans that communicate tasks, milestones, status updates, and resource allocation. Utilizes lessons learned to continually improve the governance and Systems Development Life Cycle (SDLC) policies and procedures. Creates and maintains strong relationships across all levels of the organization; maintaining a team atmosphere and work environment to promote project work productivity. Remove impediments and coach the team on removing impediments. Guides team in time estimating practices and facilitates team estimates. Manage project conflicts and challenges to keep operations running at a high performance. May train staff on governance policies, PM, or agile procedures. Mentor junior project managers.
