Position Summary: As Livent continues to expand its global operations, it is becoming increasingly more important to develop and maintain strong partnerships with local, state, and federal governmental bodies and agencies to help us achieve our strategic goals. Livent is conducting a national search for a Government Affairs Manager whowill demonstrate a zeal for and experience with bridging communications and understanding between commercial organizations, appropriate stakeholders at various levels of government, and members of the communities in which they operate. The ideal candidate will have a savvy yet personable communication style and presence that will help Livent continue to foster collaborative government partnerships and achieve positive outcomes aligned with our priorities. They will demonstrate a solid understanding of the current landscape of the lithium industry and the policies impacting it and will use that understanding to effectively navigate any challenges in current and future markets, while continuously building upon positive goodwill where it exists.

The Government Affairs Manager will join a dynamic Communications and Public Affairs team that is committed to delivering a high standard of service to the organization and preserving Livents brand and standing as a leader in the lithium industry. They will also partner on a variety of initiatives relating to Livents commitment to sustainability so an understanding of and interest in this space is a plus.

Preference will be given to candidates with established networks in Washington, D.C., North Carolina, and Pennsylvania. This role will be based out of Washington, D.C. and Livent will offer relocation assistance to the ideal candidate. This role will report to the Chief Communications Officer & Head of Global Public Affairs.

Essential Duties and Responsibilities:
Establish Livents public affairs management and response strategy for key business objectives.
Advance legislative and regulatory priorities and identifying strategic opportunities for Livent at the local, state, and federal levels.
Identify and manage relationships with partner organizations to maximize Livents legislative and regulatory effectiveness and reach.
Develop policy position statements that align with Livents business strategy and, in collaboration with the Communications team, manage the communication of policies to key government, private sector, and other related internal/external stakeholders.
Monitor the introduction and progress of federal, state, and local legislation (including related appropriations and budget proposals) with particular emphasis on matters impacting the states of North Carolina and Pennsylvania.
Stay abreast of legislation impacting Livents business objectives and recommend position to be taken either in advance of or opposition to such legislation.
Engage with Congressional, state, and local lawmakers, as well as relevant policymakers, to develop and advance legislation and other policy initiatives, identifying potential sponsors for key legislation where needed.
Identify and pursue opportunities to highlight and advance Livents business objectives, through: (i) submitting testimony to Congressional committees; (ii) meeting with key executive branch policymakers; (iii) federal grant proposals to secure potential federal funding sources (Department of Energy, Department of Defense, etc.) to further advance Livents R&D and other market segment business objectives.
Serve as Livents subject-matter expert on and represent the company at meetings with regulators, agency officials, legislators, environmental associations, and various non-profit organizations.
Advocate for programs, rules and regulations that promote Livents business objectives and advance the companys ability to sustainably increase its global lithium production footprint.
Research and communicate the impact of pending changes to policies and laws to internal and external stakeholders.
Leverage established relationships to build awareness of and consensus around Livents strategic issues with federal, state, and local legislators, staff, and their constituencies.
Establish and maintain strong, positive working relationships with legislative and state/federal agency officials.
Maintain a pulse on and provide input to various business initiatives that may have public policy implications and work collaboratively with internal stakeholders to manage any related communications to federal, state, or local lawmakers or agencies.
Recommend political giving recommendations in support of Livents business objectives and in accordance with Livent policies and Core Values.
Represent Livent at various national, state, and local events to promote its public policy positions.
Establish a network of industry coalition partners and provide leadership in response to legislative and regulatory action or inaction.
Establish and manage a modest presence in the EU (e.g., Brussels) and Canada to advance Livents business objectives in these regions.
Manage outside consultants.
Travel Requirements: 40% (between D.C, North Carolina, and Pennsylvania)

Education and Experience
Bachelors degree in Government, Government Relations, Public Policy, Lobbying or Communications required
Minimum 10 years experience managing government affairs for a corporate organization required
Minimum 5 years experience in a government affairs consultant capacity a plus
Prior chemical manufacturing industry experience a plus (lithium industry experience preferred but not required)
Demonstrated history of influencing policy decisions and legislation through strategic relationship building and skilled advocacy required.
Knowledge and Skill Requirements
Proficiency in Microsoft Office, Word, Excel, PowerPoint, SharePoint, OneDrive, internet, web-based software applications.
Ability to communicate and interact effectively with multi-functional and a diverse group of individuals at all levels of the organization, including Executive Management.
The ability to work well both independently and as part of a highly collaborative team, in a fast-paced cross-functional/matrixed environment.
A strong work ethic and the ability to prioritize and follow through on numerous projects simultaneously.
Strong interpersonal, communication, and relationship management skills.
Ability to maintain strict levels of confidentiality.
Ability to think critically and solve problems analytically and strategically.
Strong organizational skills.
Spanish or French fluency is a plus (but not required).
