Job Description

Title: Senior RF Engineer / IBW Consultant
Location: Washington, DC, United States

Description:

Most of the managers work mostly remote now but some do Hybrid remote/hybrid options can be discussed during interview *** Proof of vaccination required before starting the project***

Complete Description:

This position is located within the Information Technology (IT) Division of Office Communications (OUC), under the Deputy Mayor for Public Safety and Justice. The OUC Technology Division is responsible for managing all Public Safety Communications for the District of Columbia including 911 telephony and dispatch system, Radio Communications network, Voice Recording, and LAN/WAN systems. The Contractor shall provide a RF Engineer / In Building Wireless (IBW) Consultant professional with at least eight years of experience working in operational public safety communications systems. The Consultant will be responsible for providing RF engineering services while working on LMR radio system, software, and programs. In addition, the Consultant will also be responsible for the testing of Distributed Antenna Systems (DAS) that support FirstNet and P25 public safety radio communications.

The Consultant will provide IT Support for

Mobile Routers (supporting police and fire mobile data communications), including Router imaging Performs minor repairs Software updates and installation Router performance reports and review Bi annual maintenance.
Tablets/Toughbooks Imaging and configuration Testing of software updates and security patches Dispatch applications user administration Execute major deployment plans for Fire and Police Bi annual maintenance Coordinate Firewall requirements with the Districts Office of Technology (OCTO) for additional agency SW as required.
Day to Day Tasks:

Support MPD (Police) radio update and tracking efforts
Support various capital project tasks associated with radio system infrastructure, subscriber deployment, DAS systems performance monitoring and interference resolution, and the testing and acceptance of OUC projects associated with DAS and radio systems infrastructure
Support / complete agency radio programming requests
Manage / coordinate radio encryption and OTAR upgrades
Develop radio training material for internal and external users
Develop technical guidelines for radio use
Perform field surveys of new and existing BDA installations
Troubleshoot IBW network interference issues
Investigate IBW network coverage issues
Support OUC radio operations
Provide IT support for Mobile routers and Panasonic toughbooks
CONTRACT JOB DESCRIPTION

Responsibilities:

Provides assessments of technical and operational practices associated with upgrades and system changes based on leading industry standards specific to the requested technology.
Provides analysis related to the design, development, and implementation of IT hardware products.
Develops test strategies, devices, and systems.
Performs stress and performance tests on a variety of computer hardware including circuit boards, processors, and wiring.
Provide IT Department support services including System and Radio Technology, Dispatch Operations, network system support and operations, subscriber radio and maintenance and support, and all other agency applications.
Provide IT Support for Mobile Routers : Router imaging Router installation Performs minor repairs Software updates and installation Router performance reports and review Bi annual maintenance Tablets/Toughbooks : Imaging and configuration Testing of software updates and security patches MPS and CAD user administration Execute major deployment plans for FEMS and MPD Bi annual maintenance Coordinate Firewall requirements with OCTO for additional agency SW as required.
Provide IT support for MVPN NetMotion, including connectivity monitoring and reporting, and software updates, Performance reporting and troubleshooting. Diagnostic coverage analysis.
Provide IT support for System and Network Infrastructure, including monitors alarms and escalations
Minimum Education/Certification Requirements:

Bachelors degree in Engineering, Information Technology or related field or equivalent experience

Required Skills:

8-10 yrs as SME in complex enterprise level projects 8 Years

5 years of experience working in public safety radio communications systems and DAS systems 5 Years
3 years of interoperable radio experience 3 Years
3 years of experience with integration of P25 and 4G / 5G DAS systems Infrastructure 3 Years
3 years of experience with RF engineering tools to simulate 4G and LMR coverage analysis 3 Years
3 years of experience in drive testing P25 radio systems and 4G/5G cellular systems 3 Years
3 years of radio network coverage and interference analysis experience 3 Years
3 years of experience in In building wireless systems design, implementation, testing, monitoring and interference management 3 Years
3 years of experience in troubleshooting wireless systems including LMR, 4G/5G, and DAS 3 Years
3 years of experience with public safety infrastructure 3 Years
3 years of experience with P25 radio network 3 Years
3 years of experience and knowledge of public safety communications and interoperability 3 Years
1 year of experience and knowledge with LTE and P25 standard practices 1 Years
3 years of experience and knowledge of DAS operations 3 Years
6 years of experience and knowledge of wireless communications combination of theory and practice 6 Years
Experience with IT principles, methods, practices & concepts associated with system security, and technical documentation methods & procedures. 2 Years
1-5 yrs. designing, developing, and testing computer systems and components 1 Years
Experience participating in developing recommendations on trends & new technologies within the context of agency policies, plans, and mgmt strategies. 2 Years
Experience with IT security principles, methods, and tools to participate in defining IT security requirements & support security applications. 2 Years
Experience with network standards, and network management tools to perform routine network configuration management functions. 2 Years

Desired Skills:

2 years of experience in developing fleetmaps, code plugs, and programming radios for public safety 2 Years
Experience with operating systems installation and configuration procedures to assist in installing & maintaining the operating system environment. 2 Years
Experience monitoring system performance & recovering data in the event of hardware / software failure. 2 Years
Experience with customer support, problem resolution databases, and troubleshooting techniques 2 Years
