Project Description:

The mission of the Integrated Eligibility System (IES) is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System and other State systems. IES will build on the successful opening of the New York State of Health (NYSoH) by leveraging assets created for the health benefit exchange to modernize the eligibility system for health and human service programs.

Position Description/Daily Tasks and Responsibilities:

Client focused business and requirements analysis:

- Acting as liaison between internal teams (examples: PMO, Business, Technical and Operations teams) and external stakeholders (examples: NYS agencies and Social Service Districts). - Facilitate meetings and working sessions

-Work directly with Subject Matter Experts to conduct requirements gathering

- Analyze requirements gathered identify, document, and validate system requirements for continuous integration and deployment

- Prepare proposals for best fit technology based on requirements elicited- The consultant is expected to travel during this engagement.

Travel may range from 10-25% of the consultant's time depending on the consultant's work assignments. Travel will occur throughout New York State and may involve several overnight stays depending on the location and the work required; length and mode of travel will vary depending on the work assignment.

Mandatory Qualifications:

1. Level II- Between four (4) and seven (7) years of experience as a Business Analyst
2. Between four (4) and seven (7) years of client focused business and requirements analysis experience and documentation including: working on a team of BAs, Conducting requirements gathering sessions, Analyzing requirements gathered, Identifying, documenting, and validating system requirements for continuous integration and deployment, Preparing proposals for best fit technology based on requirements elicited
3. Between four (4) and seven (7) years of experience working on enterprise level software development projects with an active role working with internal and external project stakeholders (SMEs, Users, PMs, Technicians, Quality Analysts etc.)

Desired Qualifications:

1. Between four (4) and seven (7) years of experience identifying, documenting and validating system requirements across multiple agencies, with a focus on the Human Service Child Support domain

2. Between four (4) and seven (7) years of experience identifying, documenting and validating system requirements on a modernization project covering multiple complex functional domains including analyzing, extracting, transforming, and documenting legacy systems' functionality, system logic, and business rules

3. Between four (4) and seven (7) years of experience conducting business process analysis and optimization in a technology environment, while documenting the As-Is and proposing To-Be web based, client facing applications

4. Between four (4) and seven (7) years of creating requirements documentation such as: As-Is and To-Be process flows, user stories, requirements, wirefraems and specifications while adhering to pre-established templates within a requiremnts management tool similar to Blueprint.

5. Between four (4) and seven (7) years of experience facilitating meetings, workgroups, etc
