KEY RESPONSIBILITIES:

Financial Management:

Develop and manage budgets for federal programs and projects.

Monitor expenditures and ensure compliance with budgetary constraints.

Prepare and analyze financial reports ensuring accuracy and compliance with federal guidelines.

Conduct financial forecasting and risk assessment to inform decisionmaking.

Analyze actual costs and understand if improper cost allocations have occurred on assigned projects; assist in correcting as needed.

Contract Administration:

Review draft and negotiate federal contracts and cooperative agreements.

Ensure all contracts comply with federal regulations policies and procedures.

Monitor contract performance and ensure all contractual obligations are met.

Manage contract modifications extensions and renewals.

Compliance and Audit:

Ensure compliance with all relevant federal regulations and organizational policies.

Prepare for and assist in federal audits and reviews.

Implement corrective actions to address audit findings and recommendations.

Maintain accurate and uptodate records of financial and contractual activities.

Stakeholder Collaboration:

Liaise with program managers financial officers and contracting officers to provide expert advice and support.

Collaborate with federal agencies vendors and other stakeholders to resolve financial and contractual issues.

Facilitate training and knowledge sharing on financial and contractual best practices.

Process Improvement:

Identify opportunities for improving financial and contractual processes.

Develop and implement process enhancements to increase efficiency and effectiveness.

Stay current with changes in federal regulations and best practices in financial and contract management.

REQUIRED QUALIFICATIONS:

Bachelors degree in finance accounting business administration or a related field.

Minimum of 5 years of experience in federal financial management and contract administration.

Indepth knowledge of federal financial regulations and contracting procedures.

Proficiency in financial management software and tools.

Strong analytical problemsolving and organizational skills.

Excellent communication and interpersonal abilities.

Certification in Federal Contract Management (CFCM) or Certified Government Financial Manager (CGFM) preferred.
